What made you think in the first place that it might have been funny? Was it under the jokes section in the net or paper? Is that what raised your doubts?
yep, found it in a list of funny images which was sent across by a friend.And I believe she also got it from somebody else...you know how mails travel..so goes the story..!
maybe I could throw some light (open to correction). The token-number system in the pic resembles a grenade whose trigger is the 'token number coin'. So, if you intend to complain by going to the department/cell, you would have to pull the trigger to get a token (to wait in queue) and invariably trigger the grenade. This fear might prevent you from complaining at all.
am totally jobless today, hence resorted to spam your blog :)

the scenario is that it is a contrast: where you are supposed to be customer-friendly and easy to approach, this set-up scares the customers (which shouldnt be the case). Hence the customer complaint dept. doesnt serve its purpose.
